Build the capability the decision requires

Decision: What must become reliably possible for the chosen strategy to work? Capability matters because a sound decision without the means to carry it out remains an intention.

Choose the smallest current gap, then open the relevant family:

  • Operations — how value is repeatedly created and delivered.
  • Technology — how digital systems and agents extend the work.
  • Physical — how property, equipment, materials, and infrastructure carry the work.
  • Governance — how authority, constraints, accountability, and remedy bound the work.

Smallest useful move: describe one observable task the business cannot yet perform reliably, then choose one family rather than attempting a complete transformation.

Continue to Action to test the capability. Return through Evidence to judge what became more reliable and what did not. These families are an orientation scaffold; they are not yet a complete catalogue or proof that a capability works in your setting.
