Which valuable business outcome needs to improve next?
A business capability is the reliable ability to achieve a valuable class of outcomes under stated conditions. Skills, tools, knowledge, intelligence, people, and processes are ingredients. Their existence does not prove the capability. Repeated outcome evidence does.

The first missing connection is the next capability gap. Do not hide it behind activity, software, or a maturity label.
Worked example: agent discovery is not agent action
A business may publish an agent-readable knowledge card. That can make its purpose and public knowledge discoverable. It does not make the business callable.
A real action capability also needs an implemented route, authority checks, bounded inputs and outputs, and an exercised receipt. If an advertised schema or service cannot be reached, repair the claim before adding another surface. Pick one outcome from the table. Write:
- the beneficiary and valuable change;
- the recurring job that could produce it;
- the decision only an accountable human may make;
- the bounded work an agent or tool may perform;
- the observation that would support, weaken, or stop the approach.
If any answer is unknown, keep it visible. The exercise succeeds when you can name the first missing connection without buying a tool or inventing proof.
