Turn strategy into an owned decision

Decision: What must be chosen now, by whom, within which authority and constraints? A strategic decision connects direction to coordinated work; without an owner and a real trade-off, activity can increase while the business stands still.

Smallest useful move: write the choice, alternatives, decision owner, accepted risk, protected constraint, and review point in one short record. Separate what was observed from what is interpreted or predicted.

Continue to Artifacts to choose a structure that makes the decision testable and observable. For implementation, open Capabilities and select the smallest job the choice requires. Return observations and exceptions to the decision owner at the review point.
