Make value delivery repeatable
Decision: Which operating capability is the constraint on delivering the chosen value—customer work, product or service delivery, finance, people, supply, or coordination?
Smallest useful move: trace one outcome from demand to delivery and name the handoff or exception that most often breaks it. Continue to Action with one bounded improvement; return through Evidence with reliability, cost, and beneficiary effects. This is a family scaffold, not a complete operating model.
