The Individual, Business, and Community quick score below remains an optional diagnostic; it must not substitute for approved dimension evidence.

The Platform Framework

A country is a platform for growth at three scales — each with enabling conditions that either compound or constrain.

The same five-station loop that governs individual agency runs at country scale. The three layers — Individual, Business, Community — are the outer face of the same inner loop: who declares the setpoint, what truths bind the system, what infrastructure drives it, what gauge measures it, who is in the ecosystem.

Individual agency feeds innovation. Business creates jobs and options that strengthen communities. Strong social capital reduces friction for both.

Do not infer democratic legitimacy from speed, technical openness, token ownership, or social trust. Describe the evidence and its limits.

The interlock: Individual agency feeds innovation and entrepreneurship. Healthy businesses create jobs and options that strengthen communities. Strong social capital reduces friction, making both personal agency and business investment more effective.

Calibration test: Score a country you know well. If your numbers surprise you, the rubric is working — it's exposing assumptions your narrative was hiding.

Composite Formula

Each layer gets a score. The three layers combine into a country composite.

Layer score = geometric mean of that layer's enabling conditions.

Geometric mean penalises weakness. A country scoring 5, 5, 5, 5, 5, 1 across six Individual conditions gets 3.1 — not 4.3. One broken condition drags the whole layer down. That's the point.

Country score = weighted mean of three layer scores.

Weighting depends on which lens you're using:

The Trad Lens weights business because traditional growth runs on capital, institutions, and markets. The Future Lens weights individual and community because the AI/crypto shift rewards agency and trust more than legacy infrastructure.

Example: Country X scores Individual 3.8, Business 4.2, Community 2.9.

  • Trad: (0.2 × 3.8) + (0.5 × 4.2) + (0.3 × 2.9) = 3.73
  • Future: (0.4 × 3.8) + (0.1 × 4.2) + (0.5 × 2.9) = 3.39

The gap tells you something. This country looks better through a traditional lens. The community layer is dragging down its future readiness.

Credibility gate: After computing the weighted composite, apply the credibility tier. A country scoring high on all three layers but low on credibility is capped — the raw composite is the ceiling, not the floor. Record both figures: raw composite and gated composite. The gap between them is itself a signal.

Civic Decision Readiness

This gate tests one proposed civic experiment. It does not score or rank a country, city, culture, or democratic system.

Return one result:

  • READY — every gate has current evidence and no kill signal is active.
  • HOLD — one or more gaps are material but repairable before forecasting or authorisation.
  • STOP — protected rights, lawful authority, independent resolution, reversibility, or practical appeal cannot be secured.

Record the result through the Open Civic OS output contract. Do not average the gates. A strength in digital identity cannot compensate for an absent appeal, and market liquidity cannot compensate for weak legitimacy.

The scorecard asks whether an experiment is governable. A prediction market estimates consequences. Neither determines what citizens ought to value.

Non-Canonical Technology Diagnostic

Analysis

These four prompts explore technology infrastructure. They are not a civic legitimacy measure and do not modify the canonical country composite.

Record evidence and unknowns for each force. Do not calculate a country readiness score from them.

Economic Complexity

The scorecard above measures conditions. Conditions don't predict growth. Complexity does.

Ricardo Hausmann's research at Harvard's Growth Lab proved that a country's economic complexity — the diversity and sophistication of what it produces — predicts future income better than any other single measure. Complexity leads GDP by a decade.

Three Knowledge Types

A country transforms the world using three types of knowledge. Each transfers differently. The one that transfers worst matters most.

Embodied knowledge can be shipped. Codified knowledge can be emailed. Know-how exists only as wiring in the brain. It moves through imitation, repetition, and feedback — like learning to walk or play an instrument. You cannot transmit the ability to walk by talking about it.

This is why know-how is the binding constraint on development. Countries with tools and recipes but no know-how stay poor. Countries that accumulate know-how get rich. The growth of know-how easily becomes the bottleneck.

Historically, nations solved this by moving brains — migration, foreign direct investment, importing specialists. The question now: can AI agents encode enough tacit judgment to function as a fourth transfer channel?

How to use it:

  1. Look up the country on atlas.hks.harvard.edu
  2. Note the ECI ranking and trend (rising or falling complexity)
  3. Check the Product Space — is it dense (many adjacent opportunities) or sparse (few paths forward)?
  4. Compare the ECI trajectory against your Business layer score. If ECI is falling but your Business score is high, your score is wrong — you're measuring conditions, not capability

The diagnostic: A country with high Business conditions but low ECI is a casino — friendly rules, shallow capability. A country with low Business conditions but high ECI is constrained — deep capability, bad rules. The second country will outgrow the first once constraints lift.

The Scrabble Model

Hausmann uses a Scrabble analogy. Capabilities are letters. Products are words. A country can only make products for which it has all necessary capabilities — like forming words from the letters in your rack.

  • Many letters → combinatorial explosion → high complexity → growth

The quiescence trap: below a threshold of capabilities, you can make almost nothing. Above it, possibilities multiply exponentially. Development is not linear. It's a phase transition.

Countries diversify by moving into products adjacent to what they already make — products that reuse existing capabilities. The Product Space map on the Atlas shows these adjacencies. Dense clusters mean easy diversification. Isolated nodes mean dead ends.

Complexity vs Conditions

The key finding: Education and standard human-capital measures explain little of growth variance. Complexity explains the bulk. Countries don't grow then become complex. They become complex then grow.

Credibility

The scorecard measures conditions. The complexity index measures capability. Both are scored almost entirely from official data. Credibility is the confidence interval on that data — the gap between what a government officially claims and what a citizen can directly verify. Score it first, because if a country has gone fake, every other input is corrupted. The rest of the scorecard becomes theatre.

ECI predicts growth. Credibility predicts collapse versus resilience. They are siblings — one upside predictor, one downside predictor. A country can rank high on economic complexity while its credibility is fracturing. The model needs to read both.

Four Sub-Signals

Score each 1–5.

  • Claim integrity — official claims about verifiable facts hold up when independently checked. The test: pick three recent government assertions and verify them against primary sources.
  • Openness instruments — functioning freedom-of-information mechanism, independent media, independent statistics body. These are the immune system against fabrication. Their presence does not guarantee truth; their absence guarantees that falsehood is undetectable.
  • Promise track record — past official projections match outcomes. Not directionally — numerically. Governments that consistently miss their own forecasts are either incompetent or misleading. The test is the gap, not the explanation.
  • Performance vs compliance — citizens navigate by the official story, not around it. When informal networks, shadow prices, and word-of-mouth systematically diverge from official data, citizens have already priced in the gap. That divergence is the signal.

Rubric

  • 5 — story matches observable reality; errors are acknowledged and corrected; openness instruments are live and independent.
  • 3 — known directional bias, disclosed or widely understood; citizens can plan around it; institutions exist but are constrained.
  • 1 — verifiable claims demonstrably false and repeated after disproof; openness instruments captured or absent.

Gate Logic

Credibility is not a condition to average in with the others. Averaging would dilute a rupture. It is a gate — it caps the composite.

  • Credibility 2 or below → composite capped at roughly 2.0–2.5, regardless of other scores

A country with strong fundamentals and a credibility rupture is capped. That is the Argentina case — the lowest debt-to-GDP ratio in South America at collapse, yet the collapse came anyway. The kill variable was the alignment gap, not the balance sheet.

Stress-Test Clause

Credibility only reveals itself under pressure. A score of 5 is not "everything is fine." It is "the story held even when things were bad." Score against a country's hardest recent moment, not its calm one. Iceland disclosed the full scale of its banking collapse within days and restructured accordingly. That is a 5 — not because Iceland's situation was good, but because the account was accurate when accuracy was costly.

Score a country's credibility at its worst moment, not its average one.

Process

  1. Scope the decision — state the reader, jurisdiction, date, and decision the comparison must improve.
  2. Gather five-P evidence — score only canonical dimensions that meet their evidence and approval gates; leave the rest unknown.
  3. Apply credibility — record raw and gated composites only when every required approval exists.
  4. Use diagnostics carefully — keep Individual, Business, Community, platform, and technology prompts outside the canonical composite.
  5. Gate a civic experiment — apply all eight Civic Decision Readiness conditions to one bounded decision and return READY, HOLD, or STOP.
  6. Publish limits — state contrary evidence, subgroup gaps, source dates, and the observation that could change the conclusion.

Failure Modes
