Model

Players are not interchangeable contacts. Public institutions shape policy and enforce rules. Product bodies support defined sectors, while chambers convene firms. Buyers validate demand, and local operators carry the transaction through a place.

The useful partner map gives each dependency one primary owner and records what that owner cannot decide.

A chamber can introduce, convene, or surface demand. It cannot grant regulatory permission or prove that a buyer will transact.
