Turn strategy into a decision

Decision: What must be chosen now, by whom, within which authority and constraints? Decisions connect strategy to execution; without an owner and a real trade-off, work can move while the business stands still.

Smallest useful move: write the choice, alternatives, decision owner, accepted risk, protected constraint, and review point in one short record. Separate what was observed from what is interpreted or predicted.
