On 2026-07-18, a read-only cold agent began at the Wiki hub and tested five change classes. It read
11 unique control-plane artifacts, plus package.json only to verify commands. The run exposed
three language and promotion ambiguities; those were corrected before this evidence was recorded.

Confidence and Limits
The routing test proves discoverability and contract coherence, not real-world transfer. Structural checks can support L2. L3 requires use in a real case. L4 requires an independent person in the served role to validate transfer.
The local publication, manifest, and graph commands depend on a configured STACKMATES_ROOT. That
dependency was absent in this checkout during the 2026-07-18 run. Typecheck also reported existing
application dependency and component errors outside this documentation write-set. These failures
remain environment and repository-baseline evidence; they are not converted into passing claims.
Review Trigger
