Institutions are bundles of history, authority, incentives, and trust. Import the visible part and you often import the wrong lesson. Southernhagen proposes a smaller move: pair the people who own a capability, test it in both directions, and keep the receipt.

The mechanism
Start with one consequential capability and two authorised owners. Each side contributes something scarce. Each side gets a decision it could not reach as cheaply alone.
