An agentic operating system is not another AI platform. It is a way to turn country evidence into authorised experiments, observe whether people benefit, and raise standards only when the proof matures.

New Zealand's small scale and connected institutions may make coordination an advantage—but that is an open question, not evidence of readiness. The useful test is whether authorised people can direct human and AI capability toward one beneficiary outcome, learn faster than the problem changes, and stop safely.

The loop keeps the human edge explicit: people choose what is valuable, grant authority, protect rights, and own the stop decision. Agents can search, model, coordinate, and verify within those bounds.

Do not assign probabilities. Test changing work; information integrity and human oversight; ecological and infrastructure resilience; fragmentation and conflict; demographic change; and inequality, trust, polarisation, and cohesion.

Separate evidence from persuasion and notice who a national average hides.

Every proposal names the beneficiary, lawful authority, protected constraints, requested resources, evidence and unknowns, subgroup effects, gauge, review date, kill signal, and century-check result.
Popularity cannot move a `HOLD` experiment to `READY`. A vote may rank eligible experiments; it cannot establish truth, waive rights, revise a standard, or transfer the named steward's accountability.
Keep observation, inference, and unknown separate. Preserve unknown_missing, unknown_between, and unknown_noncomparable; never coerce them to zero.
